Help in templates or navigation bar

I'm running a website which provides website promotion tutorials, and thus have a navigation menu in the left side. Visit here for the example. The left side is just a normal table with listings of my promotion tutorials, and links to each pages are there.

Now the problem is, if I add another article and put it at the bottom of the list, I have to go to each page to change the list and add the link. And then upload each page again.

Is there any other easy way? Just make one change and upload one file, and then change the navigation menu on each page. BTW, my server only supports html, no PHP, ASP, etc. If solve by javascript, can anybody give the script? Thanks a lot.

javascript is not a good idea, search engines wont read it.
Is SSI (server side includes) supported by your host?

In any case i suggest you to move somewhere else, php is a must.
Let me know if you need decent host, i can give you a free account in my reseller, you have a nice informative site which deserves it.
