Ok I first of all recieved a strange email from paypal saying that my account was being used by a foreign IP address, so it told me to following some intructions, so I clicked on the link which had something like

    www.paypal.com/...

But I just noticed after I tried logging it, that the URL was this:

    URL Removed for now

Does this mean that the person may have my account password??

Yes, that person now has your login information. Change your password asap.

Very dodgy. There are lots of these PayPal phishing scams going on - I read somewhere as many as half of all phishing scams are eBay/PayPal related.

Why don't you give them (paypal) a phone call rightaway  As discussed earlier that never clicks any link in email if its from any financial related like paypal, bank etc. Always login to your page through using new browser link.

I suggest you kill the link in your OP and forward the phishing email to:
    They'll take care of it.
