Never a good idea to sign-up for something when you technically cannot due to your foreign relations. You might find some help posting in the services section under the BST, although they will charge you for doing this...
VCC is not a good option to verify your paypal. You better add some real bank account details to get it verified. if your account banned you'll have to wait a long time to take your money back.
