Hello today I upgrade my paypal account from "personal account" to "premier account" when I received a payment. Paypal told me a msg about upgade to "premier account" to received that payment and I click yes. But now I found each payment I received need an extra fee. So can I downgrade my account to "personal account" again? Thanks.

Make sure you weigh out the consequences after reading the TOS before you do. I believe there's certain restrictions placed on non-premier accounts.
