HELP!...Finding my Audience

    So, here's the deal. My company has an existing product/affiliate program that seeks partners. The approval process for our program is very stringent and takes some time, so we came out with another program that builds the website for our client and we guarantee instant approval. We maintain the site (a maintenance fee is applied), but the only responsibility one has is to drive traffic to the site.

    My dilemma: who is interested in this? Most people who look for affiliate programs already have a site (they would just become a partner). The other audience (jobless, or supplemental income) would need to know a little bit about Internet Marketing to really see any revenue from this endeavor. I also feel if I market to the jobless, it will sound like one of those "work-at-home" scams, as it costs money to get this site. Which brings me to another question--should I offer the site free and only charge the maintenance fee? I don't really think that will pay off unless we sell the sites to proven SEM gurus (who would most likely build their own sites).

    I don't think this is a lost cause, but maybe I'm looking at it the wrong way. Do you have any experience in this genre of marketing? What do you suggest? Where do I look?
