Help! Ebay.de: how to take my money back?

    I bought a digital camera from ebay.de.
    I sent the money to the seller, but for a long period, he claim he had not got it. Then I feel tired with this kind of business, I decide to buy another from the shop. Then he received the money, he told me that he would keep 12€ for the Ebay fee. I said OK.
    But until now, nearly a month, I haven't received any thing! I kept emailing him but no reply. Now I am thinking of report the problem to Ebay or Authorised organizations. But I don't know how, since I almost don't know any word of German. My only hope that German law is rightful. Anybody can give me some suggestion?
