HELP CSS menu problems

    HELP! :)

    I can't figure this out, and I don't even know where to start.

    Here's the page:

    The Problem:

    Every so often, when I load up the page, or any other page on my site, the second lvl menu items sometimes all appear together when I hover over a top lvl element. For example, when hovering over Programs, the programs, community AND about submenus will ALL display at once.

    I've tried it in firefox, and in chrome. I've checked, double,and triple checked the code for unclosed tags, etc, and I can't see what would make this happen...

    Need help!!

    thanks for your suggestions, but I'm more worried about the CSS problem i described in my original post than the layout...any advice on my original problem?

    Its fine to me? You should have an arrow indicating sub menus though

    Coorect, if you move mouse pointer in programs menu, for sub menu will be visible ( bold line) like hookup, riverwacth, etc. See the pict:
    On the riverwacth submenu with bold line
