    fatwallet if you are from the USA you can apply.

    At present Yahoo does not support international YPN accounts..other than China I think

    I applied and got accepted with a site with only 20 visitors a day back in Nov 2005. Go for it.

    It's more about a question of WHAT kind of site you apply with, I think. They seem to accept tech sites easier than others. Don't ask me why, I haven't a clue.

    I applied with an adsense site (the kind you buy in Ebay) that was up for 2 months with minimal traffic. Took mine 2-3 weeks to get approved. I think it's pretty random.

    depends on your niche. If they have the ads to send you you stand a better chance of getting in.

    absolutely, and also what kind of advertisers they have ;) (eg: if they have no advertisers in a certain category, they may refuse your site as a publishing site if it fits into that category only)
