Help - Adsense ads not always showing

On the homepage of my blog, I have adsense ads after the first post and second post.

I've noticed lately that more often then not between the first and second post, adsense ads do not appear and instead, I'm left with a large blank space.

At other times, I get the same issue with ads not showing between the second and third post.

Is there a reason ads would not show up and if they don't show up, how can I prevent the large blank space from showing up?

Do you have more ad units elsewhere?
You can put that blank space with the colour of your background or so. You have that option when you create the ad unit at your adsense account.

My blog homepage has 3 ad units and 1 link unit. I thought if there were no ads that google could show, it would just give public service announcements.

Instead of showing PSA, there are just blank spaces where the ad units or link units should be. If you refresh the page, it varies as to which ads show and which ones are blank.

I'm just wondering if that is normal? Shouldn't they be showing PSA or is blank areas what google does when there are no ads.
