My question is that I have links from pages that are pr 3 but obviously the page within that page that my link is located is actually pr0. Does google actually expect the home page or index page to be the one that links back to get credit for the pr3 or am I just stuck with pr0?
Page rank begine from 0 to 10. And page rank 10 is the highest and takes a lot of hardwork to get there.

of course 10 is higher than pagerank 1, but don't worry if you do soem hard work you will get good page rank not Page rank 10
Different pages on your site can have different PR's. Google looks at the number of links (among other things) to a page, example.html, to determine the page rank of that page.
