What you want to do is pretty standard but from your post I think you'll need a lot of help. Try Fiverr.com for good, cheap help in setting up a forum.
Just go for the cheapest. Forums take a long time to grow. By that time you'll be more familiar with what you actually need.
As edvvardbrian said, first improve your language first, until then it would be tough for you to manage the content and postings in the forum website (for which you're planning to implement). however, while to coming to the point, i can suggest you to use any hosted forum services like Comm100 forum it would reduce the investment. And all you need is a domain name to be purchase and then you can set domain name pointed to their server and you'll have your own branded forum website. Hope it helps!
