Hello and welcome buddy! In response to your question: Yes there are, but they tend to lose it and a PR of 1 is not that valuable anyway. Hope to see you soon in some of the many fascinating niche forums here. IMO Digital Point is the place where you can have the most fun while learning how to make serious money.
Welcome to DP Forums! I'm sure there are domains available with PR 0 and 1 but it'll take a bit of searching and unless you do a lot of work creating unique content and getting backlinks than you'll quickly lose that PR. As for traffic, good PR is a good start but you'll probably also find sites like Digg very helpful to gain more traffic, DP has a forum for Digg exchanges etc. so feel free to get in there and post!
