Theres not one best host... or one best language to design in. Depends on what you are doing. Many companies have automated sites builders... or applications like fantastico, that makes it very easy to set up the basic site framework. Go for a reputable company that has things like this, and you won't run into headache after headache... Besides godaddy look into servage, surftown, one etc... Btw keep your domain name with a different registrar so the hosting company can't bulldoze you (lock your domain, charge more and so on).
