    i think you have to have a certain amount of posts and other activities ie replies etc before you can post in those sections, keeps it reputable you know

    i'm not specically sure to be honest with you, but it goes by ratings system...you know you give points to other users for being helpful, giving good answers and replies..making good on a deal...doing good work, being honest etc...and vice versa
