Hello Everyone, seeking advice on what skills to pickup

Greetings everyone, long time reader here, finally decide to join this great community of intelligent and ambitious group of people.

My first question is

If I want to make a website like a dating website
ie. users can create profiles for themselves, and search through the database to extract the profiles that match certain description that the user inputs. such as height, weight, eye color etc...

and a website where users can input information into a website (ie, their email), and it will automatically be added to a list, so I can track who entered and did not.

In order to make websites like these, what kind of programming/web development skill do I need? Right now I am in college as a hardware electrical major so I have limited software knowledge(I do know basic c and java programming, introductory stuff)

Like what language should I pick up? PHP I heard, and what other skills do I need to possess?

if i'm not mistaken you can use the xampp for your websever and joomla for your front and backend support.
