I don't think it's a good idea, 'cause you have to make an internal optimization first of all! It will give you the first traffic on low frequent queries without any external links, and it make my head ache, when the necessary keyword is not mentioned in title for example, and the website is already indexed by Search Engines. It takes a lot of time to index the website again.
