How can I freeze a header so it will stay in position and allow users to scroll ? thx!

 

You can use the <FRAME> html tag. Though I wouldn't recomment using frames at all due to SEO reasons. Go and Google for a Javascript instead if what you want to remain static is an Image

 

I'm not sure what you mean by a header, but if you want a floating image/ div/ layer, then maybe this will help you:
