Head Ad Lowest CPC, but Most Clicks

    Hi,

    I currently have between 3 and 2 ads on my site (currently rotating them to see which perform better). It seems that my header ad which generates more than 95 percent of the clicks has the lowest CPC about 0.06- 0.08C while my foot or skyscraper ads generate of 0.18-0.20. I would like to obviously make my primary banner ad receive the highest CPC ads. I have inserted this code
