Hdfc netsafe issue

Guys I need to transfer funds to someone using Western Union but in India only inward remittance is allowed.

I want to know if I can head over to the US Western Union site and use my Netsafe card to transfer the funds online?
I can access the US Western Union website using my VPN.
Please let me know.

There May be some problem with your card. I used mine with Mastercard few days ago and it worked nicely and perfectly
