"Verfied by visa", all indian credit cards require this extra security measure now, but paypal does not accept this.

SBI also provides Visa/Master Gold debit cards. Check out with your branch.

No I cannot pay anyone using paypal, cause my HDFC cards do not work anymore in paypal, nor do the VCC's work.

while paying the invoice funded with credit card options select it to charge in $ amount instead of rupee.
Paypal tries to bypass the exchange system by directly converting the amt into rupee amt and charges you in rupees which doesn't work as VbV is required for online rupee charges.
Now all you gotta do is change the funding options and make it charge you directly in foreign currency. This way VBV is will be mandatory on amt and transaction will go through. Works for this way.

I am surprised if this indeed is true. I do not find any warning or news about the same on my Paypal account page!
Though I have never used my CC for payments, but I do need it for emergencies. Is it not the duty of Paypal to inform its clients... beforehand?

Have a look at conversions option in below image
    http://i49.tinypic.com/o9oj8g.jpg

When you one the conversion option you get below page
    http://i45.tinypic.com/15fss2f.jpg

By default first option is selected which won't work for Indian CC. So select the second one and your transaction will go thru.

This worked fine buddy, thanks for this info.

I was pissed off too like the OP about Paypal not allowing payments anymore with my HDFC card. I just changed the settings on Paypal like u suggested and made a test payment. It works now.

    Thank You!! :)
