Having Trouble Installing PHPBB3 - Please Help!

    I downloaded phpbb3, un-rar'd it, and I uploaded the phpbb3 folder to the public_html folder, and I am not sure what to do now, I don't get how to install it, I tried going to www.mynewforumsite.com/phpbb3 but I get a page cannot be displayed, what gives?

    Can anyone help me?
