Having an absolute nightmare finding a good designer! Please help!

Hi.
Days are dragging on and on trying to find a designer that can make me a good looking website. I have had one guy start on a design but it was not good, so i have had another guy start but still the design just doesn't appeal and wouldn't be classed as a 'top quality design'.

The site i am making needs quite a bit of programming but it is the front end which i need to pay the most attention to getting perfect, but i can't find a designer that can do this.

Please PM me and i will show you the current design, and if you think you can do 10 times better let's talk!

Money is not an issue with this project!
