The more intel you add, the better your site will rank, the more backlinks you get - YES, THEY GIVE LEGIT BACKLINKS - and the more money you will make. One month back, there was a craze among members in the freebies section to lure new ones to join as members. They stated that it would boost up their traffic and increase the dollar earned. I don't know exactly it will achieve success. Till it is in beta form
I'm afraid I don't understand what you are saying, are you referring to Qassia as well? Basically in Qassia you can submit information called "intel", and you get backlinks from every page you submit. Not only are these quality links, but they can also turn into traffic if your page ranks well on Google or such. Also, for submitting intel, you get Qassia dollars, which you can spend to promote your site. I'm trying it out right now, it doesn't take much work, and I do believe it's more important to get in on it sooner - the sooner, the better. So far I think it looks great though. We'll see!
