Have you seen this technique? Repeated title using parameters

    A competing site appears on listings as #1 on google for three very targeted keywords.

    I looked at the site and they are using the following technique:

    1. Almost all main pages have titles.
    2. All of the other pages don't have titles (title tag).
    3. On a subdirectory they have a store where all pages are displayed passing parameters to a file index.cfm, so all pages look like /store/index.cfm?ProductCategoryID=2&formaction=ShowProducts. There are a few hundreds of this pages all of them display the same title where "Keyword1 Keyword2 Keyword3 - Company Name"

    They rank as #1 for "Keyword1 Keyword2 Keyword3" and "Keyword1 Keyword3"

    Note: Keyword3 is the location.

    On google on their indexed pages: they have listed 120 pages with the same title "Keyword1 Keyword2 Keyword3 - Company Name", none of them are listed as supplemental results, all of the urls use parameters to the same index file.

    I think google thinks is the same page, just with different parameters, so they can have the same title in all of those pages without being penalized for repeating their keywords in the title of all of them, and they are #1 for those keywords.

    I'm not sure if I should sent a report to google or if this technique is ok.
