I am presuming you mean 'paid moderators'. Well, I believe that moderators should not be paid for their jobs. A moderator should be motivated by doing well for the forum and helping the forum.. they should not be motivated by money. Giving them money is like they are not bothered about the forum - you want a dedicated member possibly
