have you ever noticed??

    sometimes while searching something on google i have seen that pages with lower PR are shown in the higher position than higher PR.. can somebody
    clarify why it is so??

    Ranking isn't purely based on PR. A high PR site might mention let's say "dog dye". A low PR site might be about "dog dye". In this case, if the low PR site is well optimized and has a few links with the keywords going to it, it will rank much higher than the high PR site.
