    Depending on where you want it to appear, open up \templates\subSilver\overall_header.tpl (to put it at the top of the pages) or \templates\subSilver\overall_footer.tpl (to put it at the bottom) and add it in like any HTML page.

    If you are using one or more templates installed beyond the default (subSilver), then make the changes in that/those templates as well or isntead.
