Good question! We've been wondering the same thing. There's hardly any info out there on this. If you're interested, and you're an SEO whose research has been affected by it, we developed a Firefox application that blocks search personalization by automatically opting you out of the Google default when you clear your cookies. Anyway, just hoping this helps some people out as it can be frustrating to keep messing with settings. The icon also alerts users any time their results are being compromised. I can definitely say "yes" because when I dig into logs and keyword landing data I see more and more phrases that, when checked on my side don't show anything, so it's a sure sign that on other people's browsers they show up. And you can block your personalization in more than one way, but you cannot block it on all of your visitors.
