I've never heard of them, but you're right... I wouldn't spend that much on copywriting, at least not for a small niche site anyway. That kind of budget could be spent much more effectively.

No experience with them, but be careful with sales letters. Considering that's for one page, and $250 for two pages, I'd have to guess they're talking about print sales letters which can be very different in style and length than a Web-based one. So if that's what you're looking for you may need to get a custom quote from them. $150 is very low for a sales letter online. They're often low to mid $xxxx if the copywriter knows what they're doing, so if that $150 is for that kind of sales page, I'd question their experience.

I read the best way to learn copywriting is to find a great letter and type or write it out word for word.

I've also spent a few nights up late typing, reading, etc, with infomercials on in the background. That seems to seep into your consciousness and it's not long before you learn a possible sequence:

    Headline
    problem
    agitate problem
    testimonial
    benefits
    testimonials
    guarantee
    objections
    call to action

The more you write and test, the better you'll get at it.
