I thought I referred to that. but yes, the debate at Howard University in Washington, DC oriented toward an African American audience was attended by the "2nd and 3rd tier" candidates.

Also McCain was willing to debate in front of an Hispanic audience. I'm not sure about all candidates but the "top tier candidates" wouldn't do it.
