I had an old adsense account about 10 years ago and I want to make a new one. Will google care if I had an old one? I cant find log-ins to old emails or anything to find the old one. I dont want to make a new account and put in the work placing my ads onsite then they ban my account. I have new domain and new address and email and all.

    What Google suggests is:
"Because you aren't able to sign in to your AdSense account or access the email inbox associated with your existing account, we are not able to verify your identity. We therefore aren't able to make any changes to your existing account, including updating your login information. Unfortunately, you'll need to submit a new application.

If you choose to submit a new application, we will then take steps to close your existing account.

Please note that your new application may initially be disapproved since publishers are not permitted to maintain multiple accounts. If this is the case, we'll send you an email with further instructions for how to resolve the issue."

So try to open a new account and hopefully it will get sorted.

My advice is in order not to further confuse Adsense staff or their system, try applying a new account with a new name and/or new address, new email address too.

You need to make effort to contact Adsense before re-applying.
