    Realistically- don't waste your time. They'll be hosted somewhere that pretty much ensures they will never get taken down unless somebody goes after them legally; and with the costs involved in that it's just never going to happen.

    You do have options, but they are slim and next to none when it involves in them actually doing anything, unless multiple people are making complaints or this person is causing tens of thousands of dollars in damage which is only when federal agents will even open there eye's to see what is going on.

    File a local police report with your local police department.
    File a report with the police department where the website is hosted at, this sometimes is foreign countries so most likely will be a waste of time.
    File a internet crime report http://www.ic3.gov/
    Contact the local FBI agency(Mainly United states only) and only if the damage exceeds $5,000 will they likely even do anything, but you can always file a report with them.

    Them are steps you can take with the law enforcement.

    These next steps would be what I think would actually be worth doing, or trying.

    File a report with his hosting company. (If you need help locating it just ask)
    File a report with his domain registrar.
    File a report with his upstream providers if the hosting company doesn't bother to do anything about it.
    File reports with sites like spam haus but that deal with fraud/hacking you can fill out a report people can search.

    These steps would be your best bet, and they are in order as which you should take, starting with the 1st one.
    You must also remember just stating that they are hacking sites and redirecting them to there own will get you no where, you will need PROOF which means, actual logs of the hack from apache/error logs/etc or brute force attempts, or anything leading to the people or websites involved, if you don't have any proof you will most likely get ignored by every person you attempt to contact as they don't know if your lying or not, and most of the time these people that own/run the sites aren't even the person doing the hacking, It's the forum members/staff.

    Good luck and hopefully this helps others facing the same problem with such sites, you can use all these steps to report phishing sites, hacking attempts, ddos attempts, spam, or anything related to abuse, but police reports will likely be the last steps you should be taking.
