You can use only one H1 tag which should be used for website title. You can use as many H2, H3 tags, as you want to; it depends on your website content, its subtitle, and subheading.

Hey good question. Myself have same doubt , but now it is cleared

H1 Tag : You should use only one H1 tag which must be in Title of your Blog/site
H2 Tag: From my personal experience you can use 2 H2 tags which must contain your secondary Keyword as title

Note: There is no restriction how many H2 tags you can use. But One Title Tag (H1) and 2-4 H2 tags which is better for your Blog. Also there is no guidelines in which order you are going to use.
The order may be (H1 Tag in Title Must) and H2 tag with your secondary Keyword Title, you can repeat the H2 tag with other secondary keyword also you may use H3 tag

    Hope this may help you

You must use H1 tag once but number of H2-H6 should depend on website content only.

Think of web page as a book page. There should be one heading (h1) and may have multiple sub-headings like (h2,h3..). Also as a good practice don't go beyond h3.

A single <H1> title could be 3-5 words like a long tail keyword.
If you have broken the page up into sections each can have a <H2> subtitle
<H3> can be used to define a link set or phrases from page text with it being more bold.
<H4>, <H5>, <H6> seem to be subscript size but you can alter the styles in css if you need to use them to define content
