IMO he is up to no good...set up sales or service, get the money and gone... and those who loss money are going to bother the actual guy
But then you end up with people posting 100 crap messages just to get permission to PM. Maybe limit them to 1 PM per day if they have less than 100 posts?
Just report them PM spammers and they will be banned. Usernames can't be passed on as far as I'm aware so please report those that change hands as well so we can check it out.

Sounds like a pretty bad idea, somebody offered my associate here at DP $500 for her username, she has more than 2500 posts, but ofcourse it was turned down.
