    Children under 18 can not legally make a binding contract without a cosign by a parent, that's why. If you have no proof that someone is 18, and they sign a contract, you can't enforce it.

    I'd never contract with anyone overseas. That's how the scammers get you. They know it will cost you more to pursue it than to just count your losses and forget it.
