I'll lower the opening to $800. Yes it's a you tube script. It doesn't scrape, it searches the you tube site with the keywords you enter and displays the videos from you tube within your site. Perfectly legal as the videos link directly to you tube and are served from them as well.

It's the script by scriptillusion (that's his username here on DP). This is his version 2 script with modifications by me. I'm not sure what can be controlled on the control panel as I've added things and never used it. I know the newest version of the control panel allows you to control everything from it. If your interested in the newest version I could have it upgraded for you. Although the site is all set now. Just keep adding sitemap pages or let it grow on it's own.
