    After creating a webpage what all steps are to be taken for the submission

    is it effective to submit sitemap

    To me the best thing is to get a link from a page that is spidered regularly. I have done no research on site map vs well placed link. I know the well placed link works not only on Google but Yahoo and MSN as well. I would be inclined to hedge my bets with both the site map and link building.
