    Well, there is also the fact that the phonebook lists ALL numbers, not just the ones with unique didgits or some other weird rule or guideline that only applies to select people.

    According to the ODP's mindset, the number of an appartment complex would be listed, but all the people that live there would not be... or maybe if one person had more then one number only the first one found would be listed.

    It would seem so, thats for sure. The end user is also a casualty as they are withheld sites that editors have not liked the webmasters of.
