    hmm i dont think no one can do a gui bug-free.. even windows or linux os have bugs until now..
    the best way to do a bug-free is to identify what will your cons be. atleast. make a solution of every problem you can identify.

    You can not develop any GUI in 100% PHP. PHP is processed by the server, and an output in HTML is made.

    E.g:
    <? echo "<b>Hello</b>"; ?> will return "<b>Hello</b>" as a HTML output.

    So, "web browser interfacing" should be done with HTML+CSS and Javascript (and AJAX for remote calls).

    PHP can also be used as a command line language like perl, or even compiled into a standalone application using roadsend.

    It is easy to develop a GUI PHP application. Use PHP-GTK or Roadsend.

    #5 & #8, you could. But command-line scripting has nothing to do with GUI's, and if you use other modules to actually create the GUI - we would have the same scenario as php and html.

    most computers run on windows so you're better of building softwares
    using .NET or VB that use the libraries already present in the client's computer
    rather than connecting to your server for each request.

    He can't. It is absolutely impossible to build a gui entirely with PHP.

    Java has a syntax looking like php. You might also be looking at c#. If you're into OO-PHP, this should be a pretty easy job.
