    $3 will be way too low for a guest post.

    here is a suggestion, stop offering $3 and add that money to the content. Hire a native English writer and offer your high quality article for free guest posting - along with a few links in the article body or article bio,

    a lot of PR3 and higher blogs accepts free guest posts as long as the content quality if good. so you might have better offers that way,
