Are you talking about the basic design layout? I'm sure they have some type of template design meaning a header, sidebar, and footer type files. Hard to tell by just looking at the site.
That is a fairly basic website, should be easy to build or modify from an existing template. There are plenty of template websites out there to choose from or you could have that one designed for you. By the way, by basic I mean just nested tables and css. I like the design, clean and easy to navigate.
