Well, heres my say, legit or not, it doesn't matter. Its up to you to make the decision. His offer stands, and he doesn't want to reveal his tactics. Respect that.

The chances of the Guaranteed PR3 offer being totally illegal are pretty low; but so are the chances of getting hit my lightning.

 

How can you get PR illegal. It's impossible, and there exists no "illegality" in whatever would he do.

 

well for my two 2cents, have a look at this DP members join date, (he's been a member for over a year and is rated) I did ... Its a bold statement as who would guarantee PR? & you stand to lose a lot of respect if it goes wrong.

i'm disapointed to see people ask if its legit etc, as heres a person thats willing to help others, after all thats why most of us joined DP... to get info and make contacts...

why not PM him if you want to ask questions like if hes legal.. and its not going to work.. and then if you find its bad tell us all.

to date ive had some reall good experiences at DP but there's no need for the negatives! unless proven.
