i like the colours. layout is good, the blue titles on the lower boxed should be clearer to read.

I agree, the blue headers are a bit hard to read. I would also make your main content area a little less see through, just for those who have a little trouble seeing things. Nice layout though.

I'd give this a 3/10 simply because it's nothing over the top. It's really basic and web 1.0 in my honest opinion.
