great quality score..low impressions

well,im with a great quality score ($0,04) but im recieveing low impressions. its normal?

If your bid is too low, your ad won't show regardless of your quality score.

 

"low impressions" means people dont look for those KW...or you have too many competitors with ads above you and you dont show on the first page.
