Graphics for logos and print documents are designed in vectors graphics for the web are pixels. A good all around graphics person will make most graphics in vectors then turn the ones used for the web into pixels, you cannot really turn pixels into vectors very easily and have them turn out well. So most people have a main copy of graphics in vectors then when they need stuff for the web just turn those into web graphics. But it just depends on what kind of graphics you a working with, some stuff with lots of shades or details you just can't really do in vectors.
