I would suggest adding some explanation of the site where people can easily see it.

Also, explain that you need to register your email address to submit a website.

Nice idea! Simple layout, I'm guessing that CSS-based? Nice work, simple and to the point.

I dislike sidescrolling and so does most of the Internet. I would suggest making it all vertical scrolling. Also, in Firefox, I get
    anchors <a href="http://www.site.com">Site</a>, <b>bold</b>, and <i>italic</i> allowed in description
at the bottom of the page. Overall though, I like the idea. What about a brick wall background? It'd make the graffitti aspect more clear. Most importantly, who is your target audience? Would you like to make money from your site? Will it be free to tag? My thoughts . . .

I wasn't sure whether to go horizontal or vertical. I decided on horizontal because it would be more like a wall. You can't easily tag 25ft up on a building/wall/whatever.

The anchor stuff is supposed to be at the bottom of the page. Just letting people know what they can put in the description. I've thought about using a brick wall background, but haven't made up my mind yet.

My target audience would most likely be the "bored". Yes it is free to tag.
