    Google treats all .TLD domains the same, no matter if it's a .GOV or a dot .GOD domain..

    It really depends on so many factors like the theme of the linking page / site as well as the total outgoing links on that particular page / site..

    My advice is quite simple, forget about PR and build your website for your visitors then SERP's / PR will simple follow ;)

    no,Don't base on your domain
    all pr are the same
    com,gov,info,us or others.... etc
