either way will be fine. they are just trying to make sure its your site so a new cms page/blogpost or a new static page would serve the same purpose

Once adjudicated you will be able to remove; in the interim, put a robots.txt exclusion for the page or if your CMS is running an SEO plugin, you may be able to do it within that. Good luck and safe surfing!
The best way is to use select html file method. download the file, upload it in the root directory and thats it. if you are using blogspot, you will have to edit the template header.
