Just because you dropped out the SERPs doesn't necessarily mean a penalty, it could be a whole number of reasons. If you had google webmaster tools setup then you would be able to tell if you'd been penalised or not.

I would suggest you to build some links, and upgrade your content more frequently.

please tell me how to do this.
I think my site has been penalized but it does not mention this anywhere in webmaster tools. The only indication i have is basically no traffic from google and site:command returns my site page 5 or 6.

I've been seeing this a lot lately, not because you dropped means that you had a penalty....

have you been doing SEO constantly?
It could mean that whatever you were doing for SEO google now devalues it or your competition has been doing better SEO than you,

sorry but that link is no help, but that might be because I didn't completely explain the problem.
when you search for your site in google the results are not what you would expect. so if you search for www.mysite.com the actual index page comes up on page 4 or worse. The results on the first 4 pages above mine are links to my site.

    SO here are the questions.
www.mysite.com has been kicked to page 4 when i search www.mysite.com.
What in webmasters tool would indicate the penalty?
Has anyone had any luck in having the penalty lifted?
If the penalty was lifted what process did you use?

    steps already taken-
I have read the google webmaster guidelines and feel the site conforms.
    Then I submitted reinclusion request.

Just be patient , it will be back if you continue to do your work as earler . It's not penalty . It's all about Google's Algorithm , so no one can be sure about this .

Is there any tool that you could use to tell if you are penalized?

I don't think its because the competiiton is doing better and what have you. Its more likely there is an issue with google updating.Because there is no reason to have keywords that are completely vanish.

I mean I am even seeing MSN at time providing more referrals. Thats just unheard as far the affected site is concerned. Google use to provide me with at least 50-60% of my referrals and today its providing me about 5-10% of the referrals.

Then I also should submit reinclusion request.
