In Google webmaster links tool (New) show us number of back links and it’s details of our site, now my query is that it shows more than one links from same site or forum (same IP). If I got 10 links from a site or forum then question is that the link counts 1 or 10? I gain 1 link of 10 links? Any suggestion please
I would think it will considered as ten backlinks.. however, it is up to Google to distribute the weigh from these links..
This article describes the general principles by which Google assigns pagerank. It is based on an original article authored by Google founders in their days at Standford. They have tweaked the algorithm since, but the general principle remains the same. Google PR explained

Having a reasonable amount of backlinks from same IP website isn't a problem, but having hundreds in a short period will certainly trigger google filters. I also think that it counts as backlinks and I agree with KC TAN. Google know that natural linking can come frome some same ip websites, and link building too since the webmaster would have to check so many website IPs.
The answer is that only the Google guys know for sure. The rest of us can only guess. My guess is that the 10 links will count as 10, not as 1. Good luck.
